University Boards in NRW
More Freedom for Universities or More Influence of the State?

The rules of the “Hochschulfreiheitsgesetz” (University Freedom Act) concerning university boards in North Rhine-Westphalia are explained and analysed. Contrary to the name of the law, the state is winning influence on its universities by the university boards. Overall the university boards are not grounded and are in effect responsible to no one or only to themselves. It is recommended to give the universities more autonomy and freedom also in regard to the organisation of their boards.
