Should Insiders Be Preferred or Excluded?

In German-speaking countries, there were differences in dealing with young academics on the threshold of a professorship. In Germany, an external job offer was usually necessary, in Austria one could remain at one’s own university through pragmatisation (conversion of a temporary position into a permanent position) or an internal job offer, and in Switzerland tenure tracks based on the Anglo-Saxon model were first set up. Universities now have more autonomy on this issue and should make a conscious decision in favour of one variant.
