How the University Liberty Act Could Liberate Universities Even Furthers

The university liberty act in North Rhine-Westphalia from 2006 is still in force, although it will soon be replaced by a much stricter university future act. The main claim was the strengthening of the liberty or rather autonomy of universities by changing the university act in North Rhine-Westphalia. This paper contains precise recommendations how this claim could have been fulfilled even better.
