Missing exams and annulment of exam registrations

After the deadline within which the annulment of exam-registrations is possible without giving any reasons has expired, the annulment of exam registrations is only possible with good reasons according to article 21 paragraph 2 of the examination regulations.

According to paragraph 1, sentence 1 an exam is graded unsatisfactory (5) if the examinee does not appear to the exam without good reasons or if the examinee resigns from the exam during the examination without good reasons. According to paragraph 2, sentence 1 plausible reasons for resigning from an exam or for not appearing to an exam have to be submitted to the examination office immediately.

In summary, two points have to be taken into consideration when an annulment of an exam-registration is necessary:

1. Goods reasons have to be presented to the examination board.
2. The reasons have to be plausible and they have to be submitted to the examination office in written form immediately.

Regarding point 1:

In case of an illness, good reasons for the annulment of an exam-registration can be presented to the examination office in form of a medical report according to article 20, paragraph 2, sentence 2. The medical report has to include:

• Duration of the illness
• Date of the medical examination
• Seal and signature of the doctor

A certificate of incapacity to work is not satisfactory.

According to article 20, paragraph 2, sentence 3 the head of the examination board can demand a medical report of a doctor who has been appointed by the examination board. This rule is only applied in rare cases, e.g. when the reasons of the examinee are not satisfactory or plausible after the first medical report has been handed in.

Goods reasons also include a death in the family, accidents or court trials. Those also have to be substantiated.

Regarding point 2:


Immediately means without undue delay. This can be ensured by:

• Visiting a doctor at the examination day at the latest.
• Medical reports or any other documents to proof the good reasons for not taking the exam are submitted to the examination office within three working days (Mo.-Fr.) after the exam in combination with an application for annulment.

For this purpose please use the application for annulment.

The required time horizon for handing in the application for annulment and the required documents can be met by:

• Coming to the examination office and handing in the application for annulment personally against a receipt or
• by sending a registered letter with the application for annulment via postal service to the examination office within the required time horizon.

The receipt serves as verification for handing in the document within the required time horizon. If the documents are not handed in personally, the examinee takes the risks that the documents are not handed in within the required time horizon. Necessary documents (e.g. medical reports, certificate of death, …) have to be handed in with the application for annulment or as soon as possible.
